When she says dismantle the economy, she is talking about socialism and communism. But neither system has ever had a strong middle class. You have the elite and the poor.

Money for the poor is so scarce that they opt to buy cheap Chinese products. US manufacturing would die.
Energy prices will skyrocket due to the Green New Deal that will stop all production of fossil fuels. And this country would become a tempting target because the Democrats will starve the military and other countries would love to have our oil and gas reserves.
As far as the political system is concerned, she is probably talking about a one-party system like all totalitarian regimes employ. And you can guess what party that will be.
It will be a far-leftist party that does not allow dissent and will jail those who oppose them either as racists or as hate speech violators.
