Although I could be wrong, I would like to point out that this operation was not directed at citizens of the United States. It did not undermine enemies of the United States. It did not suppress speech of disfavored participants in order to serve partisan interests. And it had no impact on our elections. Fang does not make such distinctions, but I find them fundamental given what we’ve seen so far.
