Biden Admin Provided Foreign Aid ‘License’ to Aid Hamas

I evaluated how Biden’s international aid was affecting Israeli criminal attacks this year. Biden broke the Taylor Force Act when he took office and greatly increased the amount of international aid and social support for the terrorists who controlled Gaza and the West Bank. and the death toll increased from 3 to 17. Since then, Biden has seen an increase in the number of terrorist attacks-related deaths annually, with some estimates from 2021 to 2022 roughly doubling.
The initial two months of 2023 saw an equal number of Israeli fatalities as the entire year of 2018. The deadliest year under the Trump administration, 2017 saw an increase in the number of Israelis killed by April. As of right then, 2023 will see a greater death toll in Israel than the combined years of 2018 and 2019. In addition to being aware of the effects that its international aid was having, the Biden administration had also been asked to grant a special license to get around constitutional restrictions on aiding terrorists and sanctions. They were aware that helping Hamas posed a significant risk, according to Adam Kredo at the Free Beacon. In private communications, State Department representatives expressed their worries in 2021 and pleaded with the Treasury Department to waive regulations prohibiting the United States from providing taxpayers with aid to areas governed by Arab terrorist organizations. Terrorists are killing Israeli citizens. There was a significant chance that the Biden administration’s assistance might aid terrorists. It made the decision to proceed regardless. 

When Biden became president, he violated Taylor Force Act by increasing foreign aid and political backing for terrorists in the West Bank and Gaza. The number of deaths increased from 3 to 17 in just a few years. Since then, the number of terrorist attacks has increased every year. Some reports say that deaths have nearly doubled from 2021-2022.

By April, the number of Israelis killed in 2023 was the same as the total for 2017: the most deadly year under the Trump administration. In 2021, State Department officials expressed their concerns in private communications and asked the Treasury Department to exempt the U.S. government’s aid from being injected into Palestinian terror group-controlled territories. The Biden administration required this authorization to proceed with its plans to unfreeze over $360 million of U.S. funds that were frozen during the Trump administration because the Palestinian Authority supported terrorists.
“We assess that there is a very high risk that Hamas may receive an indirect, unintentional advantage from U.S. aid to Gaza.” The risk of U.S. aid benefiting other designated groups is lower, but there is still a small amount. This was written by the State Department in a draft exemption request circulated within the department in March 2021 shortly after Biden’s election.
The documents, obtained through a Freedom of Information Act (FOIA) request filed by the watchdog organization Protect the Public’s Trust, show that the Biden administration privately feared its efforts to restart Palestinian assistance could benefit Hamas or other terror groups operating in the Gaza Strip. While officials publicly assured Congress and the media that this aid would not be given out “in violation of U.S. laws,” the State Department was scrambling for a sanctions exemption to allow it to skirt anti-terrorism legislation.
The Treasury Department has stated that the Biden administration issued global licenses authorizing transactions with the Taliban, the Al Qaeda allied Haqqani Network, and other financial transactions. These include, according to the Treasury Department, “delivery or provision of humanitarian aid, shipments, administrative issues”, “donor meetings”, “sharing project descriptions”, “coordination regarding travel”, and “sharing office space”. Not to mention “payments of import duties, taxes, fees or other import duties to the Taliban or the Haqqani Network, or the receipt of permits, licences, or services for public utility from them”. The Biden administration knew that there was a risk that its assistance could be used to help terrorists. It decided to do it anyway.
