Do the benefits of a forest tree still exist if there is no economist to calculate its benefits for humans?

The answer for government agencies has been “no” for a long time.

 Do human benefits also exist if a tree is in the forest but no economist is available to calculate them?
The answer has long been” No” for government agencies. Do those benefits also exist if a tree is in the middle of the forest and no economist is available to calculate its benefits to people?
Government agencies have long received the response” No.”
