During the start of his presidency, Biden mainly stayed away from the topic. On his previous tour to the West Bank, Biden made it known that the “conditions are not favorable” for any fresh efforts to find a permanent peace agreement. He underscored to Palestinians the sustained US support for their independence. 27 start of this current conflict suggested that the “grand ambitions of herding Israeli and Palestinian leaders” back to the negotiating table were too daunting.

At present, with greater worry that the battle between Israel and Hamas could spread into a broader confrontation, President Biden has focused on making sure that when the bombing and gunfire cease, the creation of a Palestinian state should no longer be forgotten. Before this situation erupted, the Commander in Chief had placed much more concentration on normalizing the connections between Israel and its Arab neighbors, as opposed to getting talks on ending hostilities to resume. Jake Sullivan, the US National security adviser, noted in an extended essay that attempting to encourage the Israeli and Palestinian leaders to get together for talks was a challenge too overwhelming.
