Congress should preempt the Supreme Court on Section 2 of Voting Rights Act 

The 8th U.S. Circuit, which is a constantly changing and resource-dependent Department of Justice with a limited budget, has just sent a clear message to the Supreme Court that it wants to further weaken the Voting Right Act (VRA), by stripping the voters of their right to sue racially discriminatory laws.
