Should a business owner receive a grant based on the color of his or her skin, their gender preference, or their cultural background.

 Should a business owner be eligible for funding solely based on the color of their skin, their preference for gender, or their historical background? Should a business owner’s skin tone, gender preference, or ethnic background be the only factors determining whether they are eligible for grants?
