The US workforce has changed — states need to adapt 

It’s not logical to keep experienced and skilled workers on the sidelines.

 Just put, it makes no sense to ignore knowledgeable and skilled employees. Simply put, it does n’t make sense to ignore knowledgeable and experienced employees.
