Proposing the ‘Russian Trust Fund for Ukraine’

Instead of confiscating the frozen reserves of the Russian Central Bank in order to offset political shortfalls of Western aid to Ukraine consolidate these frozen assets into a trust fund which allows Western governments to borrow on a short-term basis.
