The US-authored resolution, according to Al Jazeera on Monday, would fall far short of what many critics of Israeli and American policy have demanded and would simply call for a “temporary ceasefire” more than an end to the fighting permanently. Nevertheless, it demonstrates the Biden administration’s growing public pressure on Israel to end the conflict. The measure, according to Al Jazeera and the New York Times, would also require Israel to refrain from invading Rafah, a southeastern city in Gaza, and that it would necessitate, as the Times put it, “full negotiations to release all hostages and to lift all barriers to the distribution of humanitarian assistance in Palestine.”
The Biden administration had strongly avoided using the term “ceasefire” since the start of the conflict, which started with the October 7 Hamas attack in which 1, 200 people were killed in Israel, so if the reports are accurate, the US resolution would represent an important change in language. Perhaps more important, as Israel gets ready to launch a ground assault on Rafah that has drawn harsh foreign criticism, it is one of the most glaring signs yet that the US is growing frustrated with Prime Minister Benjamin Netanyahu. An expert we spoke with claimed that the Biden administration’s claims that it was safely working behind the scenes to restrain Israel had appeared to be “meaningless” in light of the potential invasion of Rafah.
The resolution adopted by the Biden administration, however, is much from a reversal of Israel’s steadfast US support in the conflict, in which the US ally has killed more than 29, 000 Palestinians and leveled Gaza to the point where it has devolved into the “moonscape of war.” The US resolution calling for a ceasefire is being discussed on Tuesday as the Biden administration vetoes an Algerian-drafted conflicting UN peace proposal. According to the Associated Press, Algeria’s resolution would have mandated, among other things, that both Israel and Hamas “scrupulously comply” with foreign law.
However, the US has asserted that the Algerian ceasefire agreement would have hampered the ongoing talks between Israel and Hamas. As we previously stated, Netanyahu referred to Hamas ‘ recent ceasefire proposal as “delusional” and stated that the war would not end until there was” complete victory.” Next week, Netanyahu withdrew from peace talks that were supposed to take place in Cairo, Egypt, in part to appease the right-wing factions of his government.
