The confidential human source had informed their FBI handler in 2020 that a Ukrainian oligarch claimed to have bribed Joe Biden. They requested that the Justice Department provide them with the FD-1023 form that documented the tip. The Justice Department stated in response to a subpoena that releasing such documents could jeopardize their sources and that the information contained in them is often incomplete and unverified, as it is based on what was told to an FBI agent. Christopher Dunham, from the FBI’s office of congressional affairs, emphasized in a letter to House Oversight Committee chair James Comer (R-Ky.) that recording the information in these documents does not validate it or establish its credibility. He highlighted that the existence of these documents only indicates that a confidential human source provided information to the FBI. The FBI frequently receives information from sources who have strong biases, motives, and expertise, such as drug traffickers, members of organized crime, or terrorists. Republicans ignored the advice given by Senator. Chuck Grassley, a Republican senator from Iowa, quickly acquired the document from an unidentified source and shared it on his official Senate website. The document detailed the informant’s retelling of a discussion with Mykola Zlochevsky, who is the leader of the Ukrainian energy corporation Burisma, as well as other executives from the company.
