According to The New York Post:
Gardner claimed to have given Henyard an original donation, but her henchmen kept returning for more.
He said,” I made the payment.” Finally, every year, she began to arrive and demanded the same thing, which caused us to have a problem.
Gardner objected, claiming that the city had yanked his business license and made up accusations that he was selling alcohol improperly.
Who is Nino Brown, exactly? He remarked. She gets them to harass you and will do anything she wants done. She dislikes everyone. You are a problem if you are not following her instructions or acting in accordance with them. She dislikes them.
According to Gardner, Lewis Lacey, the chief of the Henyard and Village of Dolton Police, has prevented dozens of neighborhood businesses from operating as a result of their insufficient payments.
Several locals who claimed they had been harassed by police acting on Henyard’s orders told The Post similar tales.
Belcher added that Robert Collins, a former chief of police in Dolton, admitted to her that the mayor had asked him to target people.
Locals told the outlet that Henyard’s actions resemble those of a movie gangster character, despite the rumors that she attends meetings in that attire.

Six of the officers who were periodically assigned to Henyard’s security detail had their work records obtained by FOX 32 after submitting a Freedom of Information Request. According to the records, the officers are paid every two weeks, or 80 hours if there is no overtime.
However, when they are placed on Henyard’s detail, that 80 hours frequently balloons to also over 100 hours. 200 hours of work per pay period are required of another officers. And in May of last year, Officer Terry Young received payment for 303 hours of work over a two-week period.
This led to a single paycheck of more than$ 13,000 per month.
” How?” How does one put in 303 hours of a two-week pay period? Tammy Brown, a Dolton Trustee, was questioned. ” That is not possible. That is not possible. Does he always fall asleep?
Young was never paid for just 33 hours during that time because there are a total of 336 hours in two weeks.
Other security detail officers even accrued overtime pay in the tens of thousands of dollars.
As Henyard went door to door in Dolton giving out water on a 100-degree day in late August, FOX 32 attempted to question her about her police detail. Police, firefighters, common works workers, and two videographers who were recording her trip for Dolton’s Facebook page were all around her.

Gardner claimed that he had made a donation to Henyard initially, but her minions continued to come back for more.
“I paid the money,” he said. “Every year, she would come and demand the same thing. We had a problem with that.”
Gardner claimed that when he refused to comply, city officials made up false claims that he was selling alcohol illegally and revoked his business license.
“What’s she called?” he asked. “She gets people to harass you for anything she wants. She doesn’t like anyone. You are a problem if you don’t do what she says, if she doesn’t tell you how to do it. She doesn’t like them.”
Gardner said Henyard, and Village of Dolton Chief of Police Lewis Lacey, have blocked dozens of businesses from operating due to their failure to pay the required amounts.
The Post heard many similar stories from locals who claimed that they were harassed by police acting under Henyard’s order.
Belcher said that former Dolton Police Chief Robert Collins told her that the mayor asked him to target certain people.
Henyard is said to attend meetings dressed as a gangster from a film, but locals told The Outlet that her actions are similar.

FOX 32, after filing a Freedom of Information Request (FOIA), obtained the work records of six of the officers who were assigned to Henyard’s security detail over the years. The records show that the officers are paid every other week, which is equivalent to 80 hours without overtime.
In many cases, this 80-hour workweek balloons into well over 100 hours when they are placed on Henyard’s detail. Other officers work 200 hours per pay period. Last May, Officer Terry Young received payment for 303 hours of work over a two week period.
This resulted in an individual paycheck of over $13,000.
“How? Tammy Brown, a Dolton Trustee, asked: “How can a person work 303 hours in a pay period of two weeks?” “That’s impossible. That’s impossible. Does he ever sleep?”
In two weeks there are 336 total hours, so Young was only paid for 33 hours.
Other officers on the Security Detail also earned overtime pay in the thousands.
Henyard was asked by FOX 32 about her police detail in late August as she distributed water door-to-door in Dolton on a day with a temperature of 100 degrees. She was surrounded with police, firefighters and public works employees, as well as two videographers who were documenting her trip on Facebook for Dolton.
Henyard did not answer our questions.
