The Associated Press reports:
Although the legislation’s text was never made public until Wednesday afternoon, lawmakers and aides were anticipating an official unveiling first on Thursday. Almost six months after the fiscal year began, Congress ‘ work on spending bills will be wrapped up by the package, which is expected to pass.
This year’s dozen spending bills were packed into two packages. The second one passed Congress two weeks prior to the agency shutdown’s approval deadline for the funds raised by the bills.
Now Congress is focused on the second, larger package, which includes about$ 886 billion for defense, about a 3 % increase from last year’s levels. Additionally, the bill provides funding for the Departments of Homeland Security, Health and Human Services, Labor, and others, with non-defense spending projected to remain relatively unchanged from the preceding year.
” The minibus was released at 2: 32 am and is 1, 012 pages of$ 1.2 trillion taxpayer dollars. And with the looming threat of a government shutdown deadline of midnight and the fact that we are supposed to be voting on it soon morning without amendments, we are supposed to be voting on it. It takes 27.8 hours for the ordinary reader to read 1, 000 pages. I guess we are supposed to just pass it first and then find out what’s in it like Nancy Pelosi says”, Rep. Marjorie Taylor Greene ( R- GA ) said.
” This comes after months and months of hardly any effort to pass single-issue appropriation bills while 3 Continuing Resolutions ( forgoing Pelosi’s budget ) were passed. Our Democratic majority initiated this Congress by making significant rule changes, but now we are in danger of passing a minute minibus without permission and breaking the 72-hour rule, she continued.

Per ABC News:
One of the last reversals to a possible partial government shutdown deadline of Friday may not be resolved in time, but it may not come up in time. Legislative leaders and the White House have reached an agreement on how to finance the Department of Homeland Security.
The last big sticking point in the negotiations for the six spending bills that must be passed to prevent a shutdown was funding for DHS. The details of the negotiation have n’t yet been released.
In order to meet Friday’s deadline to prevent a limited government shutdown, lawmakers can begin processing the spending package thanks to the agreement on DHS funding. According to legislative leaders, a deal has been reached on the remaining six government funding bills.
” An agreement has been reached for DHS appropriations, which will allow completion of the FY24 appropriations process”, said Speaker Mike Johnson. House and Senate committees have begun drafting the bill text, which will be ready for release and consideration by the whole House and Senate as soon as possible.
However, lawmakers are running against the clock to stop a shutdown as negotiators are still working out the details and legislative text of the full agreement are also not out. The Senate may take a couple days to process House-passed bills, as per a rule that requires members to review legislation for 72 hours before voting. That means a vote may hardly occur until the weekend or the end of the week, increasing the likelihood of the government shutdown, unless Johnson expedites the process.”}]] [[{“value”:”

The Associated Press reports
As of Wednesday afternoon, the text of the legislation was not released. However, lawmakers and aides expected an official unveiling on Thursday morning. The package is expected to pass and will conclude the work of Congress on spending bills in the current fiscal year, nearly six months after it began.
The twelve spending bills for this year were divided into two packages. The first bill was approved by Congress just two weeks ago, just hours before the shutdown deadline for agencies funded by the bills.
Congress is now focusing on the second, bigger package, which includes $886 billion in defense spending, a 3% rise from last year. The bill also funds Departments of Homeland Security, Health and Human Services, Labor and other departments, with non-defense expenditures expected to be relatively flat in comparison to the previous year.

We are supposed to vote on it under suspension tomorrow morning with no amendments permitted, with the super terrifying government shutdown deadline looming at midnight tomorrow. The average reader takes 27.8 hrs to read 1,000 pages. Rep. Marjorie Taylor Greene, R-GA, said: “I guess we’re supposed to pass it first and find out what it contains like Nancy Pelosi suggests.”
“This comes after many months of little effort to pass appropriation bills that dealt with a single issue, while three Continuing Resolutions were passed (continuing Pelosi’s budget). “Our Republican majority began this Congress with sweeping rules changes to stop this exact behavior, yet here we are on our way to passing a second Minibus under suspension without amendments allowed and in violation of the 72-hour rule,” she continued.

“No sane individual would buy a vehicle under this type of pressure — with a 1,012-page agreement and no meaningful chance to review or make changes. ABC News:
The White House and congressional leaders have reached an agreement on how to finance the Department of Homeland Security. This is one of the final hurdles before the Friday deadline for a partial government shutdown. But it may not be in time.
The final major sticking issue in negotiations for six spending bills needed to avoid a shutdown was funding for DHS. Details of the negotiations have not yet been released.
The agreement on DHS funds paves the road for lawmakers to begin processing the spending package, in hopes of meeting the Friday deadline to avoid a partial shutdown. Congress leaders confirmed that a deal had been reached on six remaining government funding bills.
Speaker Mike Johnson said that an agreement had been reached on DHS appropriations. This will allow the FY24 appropriations to be completed. “House and Senate Committees have begun drafting the bill text that will be released and considered by the full House of Representatives and Senate as quickly as possible.”
The lawmakers are racing against time to avoid a shutdown, as negotiators are still working on the details and the legislative text for the full agreement is still not available. The House has a 72-hour rule that requires members to review the legislation before voting. The Senate can also take a few extra days to process bills passed by the House. A vote may not take place until the weekend or end of the week, increasing the likelihood of a shutdown.
