House Will Vote On A Ukraine Aid Bill, Johnson Says, But Specifics Still Hazy

House Speaker Mike Johnson mentioned in an interview that he anticipates aid for Ukraine and Israel to be presented as a combined or individual bills. “I believe it will need to be put on hold and may require a suspension,” Johnson stated, discussing the floor process for a bill needing two-thirds support for approval. Johnson made these comments while in West Virginia at a retreat with other House Republicans. However, Johnson’s use of the term “stand-alone” does not imply that the bill would only be voted on for providing the military and economic aid as proposed by President Joe Biden. It is probable that additional items would also be included in the package. During a meeting with journalists on Thursday, Representative… Michael McCaul (R-Texas) stated that the bill would bear the House’s stamp of approval, rather than just being a copy of the Senate bill that included support for Ukraine, Israel, Taiwan, and aid for Gaza. McCaul mentioned that he collaborated with the leaders of specific House committees and lawmakers responsible for funding on a bill. He expressed interest in the REPO Act, a bill that aims to seize the Russian government’s frozen assets in the U.S. and other countries. Critics argue that this proposal could lead to prolonged legal battles. Foreign governments have had their official assets frozen in the past, such as with Iran in 1979, but it is uncommon for them to be seized outright. The inclusion of the complex REPO bill with Ukraine aid could lead to a repeat of the failed border-security-for-Ukraine swap that was rejected by Senate Republicans in February. The collapse resulted in significant delays, and soon after the strategically important town of Avdiivka in Ukraine was captured by Russia, U.S. officials attributed the event to a shortage of artillery. Although it is unlikely that a bill supporting Ukraine will be voted on in the House before the March 22 deadline for government funding, McCaul expressed urgency in passing the bill to provide Ukraine with more weapons.
