After pleading guilty to multiple counts of raping a child, a 54-year-old Springfield man was given a sentence of 50 years in prison and physical castration, according to District Attorney Scott Perrilloux ‘ press release.
” 21st Judicial District Attorney Scott M. Perrilloux reports that Glenn Sullivan, Sr., 54, of Springfield, pleaded guilty on Wednesday, April 17, to four counts of second degree rape”, the press release continued.

The case stems from a July 2022 Livingston Parish Sheriff’s Office investigation. When she was only 14 years older, a young woman claimed that Sullivan had raped her numerous times. In the end, the child became female, and a DNA test performed during the fugitive investigation revealed that Sullivan had impregnated her. Additionally, investigators discovered that Sullivan had groomed the victim and used threats of violence against her and her family to avert the younger woman from disclosing the rapes.

” There are so many instances where these kinds of incidents do n’t get reported.” The courage that this young woman must have required to speak the truth despite threats and hardship is absolutely incredible, Perrilloux said.
The most obscene crimes against minors are what we prosecute. I want to use every tool the legislature is ready to give us, including natural castration, to fight for justice for the children in our community, said Assistant District Attorney Brad J. Cascio.
” I want to say I’ve had three people ordered to be chemically castrated but, to my knowledge, this is the first real castration to be ordered”, Cascio commented, according to WBRZ.

Cascio says owing to Sullivan’s criminal history and the severity of this case, he pushed for the sentence.
” I thought this case was strong enough and warranted for action,” I said.
According to a Louisiana law that’s been in effect since 2008, men convicted of certain rape offenses may be sentenced to chemical castration, or, if they but choose—the surgical removal of their testicles.
Sullivan chose the latter option.
The Department of Corrections is usually in charge of the procedure. Although DOC’s spokesperson declined to comment on this particular sentence, she said that medical castration was “very uncommon.”
They can do it right away or they can wait, Cascio said, adding that it must be done no later than a week due to his release.
A bill introduced on Tuesday afternoon by Senator Regina Barrow that would allow a judge to impose a judge’s ban on medical castration if the victim is under the age of 13 was put on hold.

In a press statement, District Attorney Scott Perrilloux said that a 54-year old Springfield man was sentenced to 50-years in prison and physical casting after pleading to multiple counts of sexually assaulting a minor.

The case is a result of an investigation conducted by the Livingston Parish Sheriff’s Office in July 2022. A young woman told the detectives that Sullivan raped and abused her repeatedly when she was 14 years old. A DNA test ordered as part of the criminal investigation confirmed that Sullivan was responsible for the pregnancy. Detectives learned that Sullivan groomed his victim and threatened violence against her, her family and herself to prevent her from disclosing her rapes.

Fear is the reason why so many cases of this nature are not reported. Perrilloux said that the strength it must have required for this young woman, to tell the truth despite threats and adversity, is truly incredible.
“Sex crimes committed against juveniles are among the most malicious crimes that we prosecute.” “I intend to use every tool that the legislature is willingly giving us, including castration, to pursue justice for the children of our community,” Assistant district attorney Brad J. Cascio stated.
Cascio told WBRZ that he had ordered the chemical castration of three people, but this was the first physical castration.

Cascio said that due to Sullivan’s criminal record and the severity of the case, he pushed hard for the sentence.
“I felt this case was strong enough to warrant such action.”
Louisiana law, in effect since 2008 has allowed men convicted of certain rape crimes to be sentenced to chemical or surgical castration.
Sullivan chose to go with the second option.
Typically, the Department of Corrections is responsible for the procedure. A spokesperson from DOC couldn’t comment on this specific sentencing but said surgical castration is “very uncommon”.
Cascio said that the release must be made no later than a week before. “They can either do it immediately, or wait,” he added.
Tuesday afternoon, a Senator Regina Barrow-authored bill that would allow a court to order surgical castrations without the consent of the defendant if the victim was under 13 years old was returned to calendar.
It is unclear if or when Sullivan will undergo physical castration, as it won’t be mandatory until a week before his release.
