Although it is not clear exactly how the alleged fine was ordered, a Congressional Research Service report on the duties of the House Sergeant at Arms states, “ Under the direction of the Speaker of the House or other presiding officer, the Sergeant at Arms plays an important role in maintaining order and decorum in the House chamber. ” The latest House Sergeant at Arms is William McFarland who acts as “the general law enforcement and system officer of the House of Representatives and is responsible for maintaining order in the House side of the United States Capitol complex. ” The proposed legislation has gone to the Senate for a vote where it is good to pass on Tuesday evening. Rep. Thomas Massie, R-KY, said that the House Sergeant of Arms threatened to fine him $500 if he did not delete his video showing Congress members waving the Ukrainian flag in the House.
“Instead fining democrats who wave flags, the House Sergent at Arms called me and said that I would be fined $500 for not deleting this video. Mike Johnson wants to erase this betrayal by America,” Massie said.

Elon Musk asked, “Can you be fined for uploading a video?”
“There’s no authority for them to demand that I remove a particular video from my congressional account. But they are.” Massie commented that there is a fine for taking photos/videos of the House floor. However, they don’t know whether I recorded this. And democrats often post from the floor (see attached example).
“I think to be fined they have to serve notice on the ground while it is happening (that’s what I was fined for). It’s a little creepy that he would check my X account 3 days later to look for an infraction. How would deleting the video fix my alleged infraction for filming on the House Floor? It wouldn’t (it wouldn’t), he continued.
“The uniparty has a big problem with me because I exposed them on several votes, and asked the Speaker to resign. He added that “the Speaker, his staff or one of his supporters in our conference probably directs the Sergeant at arms to do this.”

It’s not their authority to ask me to remove a video I posted on my congressional account. But they do.

The video of Democratic Representatives went viral on Saturday, after a package of more than $60 billion was passed by the House of Representatives for Ukraine.
The exact nature of the alleged fine is unclear, but a Congressional Research Service (CRS) report on the duties and responsibilities of the House Sergeant-at-Arms states that “under the direction of Speaker of the House, or other presiding officers, the Sergeant-at Arms plays an important role in maintaining order in the House Chamber.”
William McFarland is the current House Sergeant-at-Arms. He is “the chief law enforcement officer and protocol officer of Congress and is responsible for maintaining the order on the House side of United States Capitol Complex.”
The Senate is expected to vote on the proposed legislation on Tuesday evening.
