From The New York Times:
Gov. According to two people who were given a brief on the situation, Roy Cooper of North Carolina, who has been viewed as a front-runner to replace Kamala Harris as vice president, has informed her team that he has withdrawn from the vice-presidential sweepstakes.
Mr. Cooper, who formerly served as chairman of the Democratic Governors Association, was believed to be among the half-dozen major candidates to join Ms. Harris on the Democratic ticket.
Why he had taken himself out of consideration was not immediately apparent. A spokesman for the Harris campaign declined to comment, as did a spokesman for Mr. Cooper.
Mr. Cooper and Ms. Harris have two decades of relationship experience, both of which included state attorneys general campaigns. He has half won governor’s races in North Carolina, a battleground state, even as Donald J. Trump carried the state at the national level. Mr. Cooper is unable to seek a second term.

Cooper was asked to provide information for the vetting process, but a source with knowledge of the situation later told NBC News. His team has no doubts about its interpretation of the law, which states that as long as the governor is also in communication, the lieutenant governor cannot take over as long as the governor is not in office. However, his team has made no ground on this claim, according to the source.
Cooper reportedly opted not to run for the Senate in 2026, according to a source close to Harris ‘ search for a running mate. Cooper, 67, allegedly told Harris aides that he did not want to be considered and that he not made any campaign announcements about becoming vice president.
