The resolution directs Vice President Kamala D. Harris to convene and mobilize the cabinet’s main officers to activate section 4 of the 25th Amendment to declare President Joseph R. Biden ineligible to carry out his duties as acting president.

” I intend to put forward a resolution calling on the @VP to immediately summon and mobilize the Cabinet’s principal officers to declare that the @POTUS is able to successfully discharge the duties and powers of his office,” Roy said.
I intend to introduce a resolution urging the @VP to quickly invoke her authority under section 4 of the 25th Amendment to convene and mobilize the cabinet’s principal officers in the hope that the @POTUS will not be able to discharge his or her duties.

The resolution would merely express the House’s sentiments, without requiring the vice president or cabinet to take any drastic steps.
In a world where we are, you know, facing increasing dangers, Roy said,” I think anyone with eyes and anybody observing honestly last night saw an individual that is not able to carry out the duties of the commander in chief.”
He continued,” For those of us who follow this stuff privately, it has been very obvious the declining status of the president’s capacity, but last night put it all out for everyone to see.” Our aisle neighbors are unable to hide from it from us. And frankly, I do n’t do this through a political lens, right. I mean, I do n’t see it from the perspective of well-being. Is the timing appropriate for what transpires in November or something else? Simply put, the truth of the matter is that the president of the United States is ineffective.
Speaker Mike Johnson ( R- La. ) after on Friday, he stated that in light of the discussion, he believes Biden’s cabinet should think about removing the president. But asked about Roy’s resolution, he noted that Congress cannot force the second step.

The resolution would only express the sentiment of the House and not force the Vice President or Cabinet to take action.
Roy told reporters on Friday morning, “I believe anyone with eyes, and anyone observing objectively, last night, saw an individual who is not capable of performing the duties of the commander-in chief in a world where we’re, as you know, facing increased dangers.”
He said, “for those who follow this internally, it has become very clear that the capacity of the President is declining, but last night, it was all laid out for everyone to see.” It’s something that our colleagues on the other side of the aisle cannot hide from. I don’t look at this through a partisan lens. I mean, I’m not looking at it from the perspective of, “Is the timing good or bad for what happens in November or anything else?” “It’s a simple fact that the president of the United States cannot do his job.”
Speaker Mike Johnson (R. La.) Later on Friday, he said that he believes Biden’s Cabinet should consider removing President Obama in light of the recent debate. When asked about Roy’s proposal, he said that Congress could not force the first move.
