Laval and Roxanne, a married couple, call a small tent in Chicago’s Humboldt Park their home. Throughout the previous winter, whenever the flimsy tent fabric ripped, they were forced to withstand a frigid night. The couple’s application for permanent housing through a housing assistance program has been delayed by several months because of the lack of available housing options. Despite having extra tarps, the couple has still been vulnerable to the weather. There are others with them. More than 210,027 individuals in Chicago are homeless, a rise of approximately 260,027 people from 683. Grassroots organizations are suggesting a significant policy change in response to the crisis. Chicago voters will be voting on a proposed “mansion tax” initiative on March 26 that would modify the city’s real estate transfer tax in order to generate funds to address homelessness.
