FISA allows for surveillance programs targeting individuals from foreign countries outside of the US. By monitoring those conversations, there is a possibility of capturing interactions with American citizens, which some argue effectively enables unauthorized access to Americans’ communications through the program. Mike Johnson (R-La.) faced another loss on Tuesday as he tried to navigate the divide among FISA supporters within his party.
