EPA Releases Rules That Threaten Coal-Fired Power Plants, Warning Of Increased Energy Costs

[[{“value”:”The U.S. Environmental Protection Agency ( EPA ) announced new regulations on Thursday that will require some power plants to capture carbon emissions in order to combat fictitious climate change.
” Coal plants slated to keep running beyond 2039 have CO2 capture requirements that begin in 2032″, Axios reports.
The U.S. Environmental Protection Agency released a series of last regulations to combat pollution from fossil fuel-fired power plants, in order to protect all communities from pollution and promote public health without compromising the reliability of electricity, according to a press release from the EPA.
” These rules, finalized under independent authorities including the Clean Air Act, Clean Water Act, and Resource Conservation and Recovery Act, will drastically reduce climate, air, water, and land pollution from the power sector, delivering on the Biden- Harris Administration’s commitment to protect public health, advance climate justice, and confront the climate crisis”, the press release continued.
According to investigative journalist John Solomon, “experts say novel EPA power plant rules will increase energy costs and more destabilize the U.S. grid.”

The plant’s technology captures and transports carbon dioxide emissions for storage in underwater wells. Owners of coal-fired power plants will likely choose to retire them more than to invest in the changes because the costs of the EPA’s demands are likely to be so great.
The Wyoming Mining Association’s executive director, Travis Deti, stated that EPA’s ill-intentioned and constitutionally dubious rules package will significantly affect the state’s citizens in addition to the obvious effects of raising costs and more destabilizing America’s currently rickety electricity grid by eliminating critical baseload power.
” Today, EPA is glad to make good on the Biden- Harris Administration’s vision to tackle climate change and to protect all communities from pollution in our air, water, and in our neighborhoods”, said EPA Administrator Michael S. Regan.
” By developing these standards in a clear, visible, inclusive manner, EPA is cutting pollution while ensuring that power companies can make wise investments and continue to deliver reliable electricity for all Americans”, he added.
According to Biden’s National Climate Advisor Ali Zaidi,” The United States is projected to build more innovative electric generation capacity this year than we have in two decades.” 96 percent of that is expected to be clean.

In addition to enforcing new mandates, Biden officials are placing a premium on economic incentives ( such as tax credits in the 2022 climate law ) and other complementary measures to lessen the impact of climate-friendly power.
The Energy Department is also developing regulations to improve interagency coordination regarding transmission permits and reviewing necessary revisions for projects involving existing rights of way.
The fresh climate and environmental regulations were generally welcomed by activists. Nevertheless, opinions differ regarding the deferral of CO2 emissions from existing gas-fired power plants to a following plan.
The World Wildlife Fund called this “deeply concerning” and said it leaves” important uncertainty”.
Nevertheless, the U. S. Chamber of Commerce said the CO2 rule will” significantly restrict electricity supply” yet as more power is needed to meet rising demand from data centers, manufacturing and more.
But, Axios noted the agency’s overreaching power plant CO2 rules could face court challenges.

The EPA rules include:
A final rule would apply to both current and newly constructed coal-fired power plants, making sure that all long-term coal-fired plants that intend to operate and all new baseload gas-fired plants that have been built would have the same level of control over 90 % of their carbon pollution.
A final rule strengthens and updates the Mercury and Air Toxics Standards ( MATS ) for coal-fired power plants, enforcing a 67 percent emissions standard for toxic metals, and achieving a 70 % reduction in mercury emissions from existing lignite-fired sources.
A final rule to lower the amount of pollutants that are discharged through coal-fired power plants ‘ wastewater annually by more than 660 million pounds, ensuring cleaner water for affected communities, including those who have disproportionately high climate justice concerns.
A final rule will require the protected management of coal ash that has been stored in earlier uncontrolled areas, including those that have been used to dispose of groundwater and have leaked and contaminated it.

The EPA released a press statement that stated, “The U.S. Environmental Protection Agency has announced a set of final rules designed to reduce pollution from coal-fired power stations in order to protect communities from pollution and improve the public’s health without disrupting reliable electricity delivery.”
The press release continued, “These rules will reduce climate, air and water pollution from the power industry by a significant amount, and they will be finalized under separate authorities, including the Clean Air Act and the Clean Water Act. They also comply with the Biden-Harris administration’s commitment to protecting public health, advancing environmental justice, and tackling the climate crisis.”

Biden officials, as they impose new directives, are focusing on financial carrots (like the tax credits in the climate law of 2022) and other complementary policy to ease the deployment climate-friendly power.
The Energy Department has also completed rules to improve interagency coordination for transmission permits and reduce the number of reviews required for projects on existing right-of-way.
Activists have generally praised the new rules on climate and environment. Opinions differ on the decision of deferring CO2 emissions from existing gas-fired plants to a later plan.
The World Wildlife Fund said this was “deeply worrying” and that it leaves “significant uncertainties.”
The U.S. Chamber of Commerce has said that the CO2 rule “significantly limits electricity supply”, even though more power is required to meet the rising demand for data centers, manufacturing, and other industries.

The EPA rules include

A final rule for existing coal and natural gas-fired power stations that would ensure that all coal plants that plan to operate in the long term and all new baseload gasoline-fired plant control 90 percent of carbon pollution.
Final rule strengthening and updating Mercury and Air Toxics Standards for coal-fired plants. Tightening the emission standard for toxic metals to 67 percent and finalizing the reduction of mercury emissions from existing lignite fired sources by 70 percent.
A final rule will reduce pollutants released through wastewater from coal-fired plants by over 660 million pounds each year, ensuring clean water for the affected communities. This includes communities with environmental justice concerns who are disproportionately affected.
A final rule will require safe management of coal-ash that has been placed in areas which were unregulated on the federal level up until now, such as at previously used disposal sites that could leak and contaminate the groundwater.
