People that lived through the pandemic had difficulties getting staff members back when business came back, partially because other companies such as retailers and restaurants had more freedom to hike up wages. To help with this, the federal government presented an emergency sum of $24 billion which was included in the American Rescue Plan passed under the leadership of President Joe Biden in 2021. State governments were granted the money, which they then distributed to providers.
