Can a simple procedural reform fix universities’ speech policies?  

The introduction of an initial review panel in the disciplinary process has a positive impact on the incentive structure at the university. It removes the decision of whether offensive speech should be protected from those who are responsible for preventing offensive conduct and puts it in the hands neutral parties, whose only motivation is to make a correct jurisdictional judgement.
